  • Joint Submission to Province of Ontario (Feb. 2007)
    In keeping with its vision to advocate brownfields redevelopment, the Canadian Brownfields Network (CBN) coordinated a joint submission to Premier Dalton McGuinty and Ontario Provincial Ministers to indicate support for the principles of the legislative changes outlined in the Province of Ontario's Environmental Bill of Rights (EBR) posting # AF07E0001 Proposal - Potential Components for legislative Brownfield Reform. Signed by 16 organizations, the joint submission commends the Province of Ontario on their initiative to prepare this Legislative Brownfield Reform Proposal and to identify the potential components of a reform package. It notes that the proposed legislative changes identified in the EBR posting do not respond to all barriers that have been identified by stakeholders but the group supports the intent and direction of the legislative changes proposed at this time. The group urges the government to ensure that this matter is placed on the legislative agenda and earmarked for passage in the spring session.

  • Joint Submission to Province of Ontario (Sept. 2006)
    The CBN coordinated a joint submission to the Province of Ontario with 16 other stakeholder organizations advocating brownfield redevelopment as a critical component of building strong, healthy and sustainable communities.   • CBN Strategic Direction Review
    The CBN is currently involved in a strategic planning exercise to review its current mandate, governance, revenue model and operational structure. A small task group of the CBN Advisory Panel was formed to assist in this process. Two successful strategic planning sessions have been completed and a separate review is currently being undertaken on alternative governance and revenue models. It is anticipated that the Task Group will reconvene in March 2007 to develop a set of recommendations on the future direction, strategic priorities, revenue model and structure of the CBN. These recommendations will then be subsequently shared with the broader CBN Advisory Panel for their review and comments. The results of the strategic planning exercise and final recommendations will be announced shortly, so stay tuned. We would like to thank the members of the Task Group for contributing their time and expertise to this important strategic planning exercise.
  • 2007 Brownfield Awards
    The Brownfield Awards page on CBN Web site has recently been updated with 2007 information on the Phoenix Awards (deadline June 30), GLOBE Awards for Environmental Excellence (deadline April 27), and U.S. EPA National Award for Smart Growth Achievement (deadline April 3).

  • Scientific Supporting Document for Canadian Soil Quality Guidelines - Carcinogenic and other Polycyclic Aromatic Hydrocarbon (PAHs)
    A draft scientific supporting document for Canadian Soil Quality Guidelines - Carcinogenic and Other PAHs is available for public review and comment until June 8, 2007.   • Canadian Brownfield and Remediation Showcase
    Industry Canada has participated in Canadian Brownfield and Remediation Showcase Initiatives at the US EPA's Brownfields Conferences, which have focused on fostering networking opportunities and stimulated business development for Canadian companies. These initiatives were delivered by OCETA and aboutREMEDIATION in partnership with the CBN, Province of Ontario, Canada Mortgage and Housing Corporation (CMHC), and Industry Canada. Alberta

  • 2006 AUMA Convention
    Thursday, October 5, 2006 (2:00 pm - 3:30 pm) - Environment and Utilities Standing Committee (presentation by Tammy Lomas-Jylhä)
    The annual Alberta Urban Municipalities Association (AUMA) convention provides an excellent opportunity to network, brainstorm and reconnect with colleagues from across the province. Special guest speakers shared their insight and knowledge regarding the challenges of brownfield sites after an update on the Committee activities. View Event Details

  • Alberta UST cleanup funding announcement
    The Province has committed an additional $50 million dollars to pay small retail gas stations to excavate and decontaminate old underground fuel tanks in danger of leakage or already leaking. The money will be added to the initial $60 million that helped 930 applicants, including 66 municipalities, remediate their brownfield sites. It means more money will be made available to owners whose budgets for removal may have gone over the $100,000 the government made available to them in 2000, allowing an additional $50,000 to cover the costs and complete the work. It is expected the new money, allocated from last year's surplus, will also encourage some 300 additional sites to dig up their old tanks. Under Alberta law, brownfield sites cannot be sold without remediation.

  • Report on "Brownfield Redevelopment in Alberta: Analysis and Recommended Reforms" by the Alberta Environmental Law Centre
    This report provides an overview of the brownfields issue within Alberta and examines existing barriers and gaps in provincial legislation which prevent brownfields from being redeveloped. The report also reviews selected case studies of brownfield projects in Alberta and strategies used in other jurisdictions, particularly Ontario, Quebec and British Columbia, to facilitate the reuse of brownfield sites.   • Brownfield Financing Workshop
    aboutREMEDIATION.com (AR) partnered with the Canadian Brownfields Network (CBN) to host a half-day Brownfield Financing Workshop in Banff, Alberta prior to the Remediation Technologies Symposium 2006. This workshop provided participants with the opportunity to network with industry leaders and experts in the field; to learn from the experience of Western Canadian cities; and to participate in dialogue on the issues of financing brownfield reclamation projects. British Columbia

  • Land Remediation Section Draft Documents (February 2007)
    The Land Remediation Section held consultation meetings in Vancouver to provide an overview of seven draft documents released for public comment and to provide an update regarding the development of the Contaminated Sites Approved Professionals Society. These presentations are now available on our web site under the heading "Consultation Presentations" at http://www.env.gov.bc.ca/epd/epdpa/contam_sites/draft_documents/


  • Options for a Brownfield Redevelopment Strategy for BC (June 2006)
    In recognition of the positive environmental, economic and social benefits that result from brownfield redevelopment, and in response to recent Service Plan direction, BC's Ministry of Environment (MOE) was seeking contractor services to review, research, analyze, and provide advice towards development of a provincial brownfield redevelopment strategy for BC. The overall objective of a provincial strategy will be to encourage and facilitate, using a shared stewardship approach, the assessment and redevelopment of brownfield properties as an important contributor towards more sustainable communities. The ministry wishes to proceed with an initial phase of work that reviews and builds upon existing information/literature on brownfield strategies/initiatives in Canada and other jurisdictions abroad. The findings of this review/research work will be used to prepare an options paper for the ministry.


  • Crown Contaminated Sites Database Management (March 2006)
    The BC Ministry of Agriculture and Lands, Crown Contaminated Sites Branch, is moving forward with the next phase of implementing the Crown Contaminated Sites Database. An overall strategy for further process and policy design and uploading of contaminated sites information is required.

New Brunswick

  • New Brunswick Record of Site Condition
    The Record of Site Condition (RSC) is a mandatory requirement of the Management Process outlined in the Guideline for the Management of Contaminated Properties, and applies to all contaminated sites in New Brunswick. As of September 1, 2006, the new form NB Record of Site Condition Form v2.1 (English language) on the Atlantic RBCA Web site should be used to replace version 2.0. You can download the revised version at http://www.atlanticrbca.com.

  • Liability Implementation Report
    New Brunswick has taken the lead on behalf of Atlantic PIRI by establishing a Brownfield Liability Stakeholder Working Group. A number of Atlantic PIRI members have participated in the discussions with national and regional stakeholders. The report is expected to be released in 2007.


Ontario

  • Online posting in the Environmental Bill of Rights (March 2007) The Ontario Ministry of the Environment has posted a Regulation Proposal Notice titled "Update of Brownfield Soil and Ground Water Standards" (EBR Registry Number 010-0149) at www.ebr.gov.on.ca/ERS-WEB-External/.

  • Online posting in the Environmental Bill of Rights (January 2007) The Province of Ontario posted a brownfields package - Potential components of brownfields legislative reform - at www.ene.gov.on.ca/envregistry/029222es.htm. The CBN coordinated a joint submission from 16 organizations to Premier Dalton McGuinty and Ontario Provincial Ministers to indicate support for the principles of the legislative changes outlined in the proposal.   • Qualified Persons (September 22, 2006)
    An amendment has been made to Ontario Regulation 153/04: Records of Site Condition - Part XV.1 of the Act, made under the Environmental Protection Act, to extend the "sunset" date associated with the definition of some types of qualified persons. The amendment extends the sunset provision in subsection 5 (5) for 18 months, to April 1, 2008. This sunset provision applies only to section 5, which defines the qualifications for qualified persons conducting or supervising environmental site assessments and certifying records of site condition.

National

  • ECO Canada-Contaminated Sites Demand-Side Labour Market Study ECO Canada has completed the demand-side labour market study for contaminated sites and is now moving forward with the second part of its study - the supply-side, to enable Canada to meet the human resource requirements associated with the cleanup of non-federal and federal contaminated sites in Canada. CBN is represented on the National Steering Committee.

  • CCME National Guidelines for Hazardous Waste Landfills (October 2006)
    CCME has published National Guidelines for Hazardous Waste Landfills (PN_1365). It updates and replaces the 1991 CCME National Guidelines for the Landfilling of Hazardous Waste. These Guidelines are for the use of regulatory agencies and of hazardous waste management system designers, owners and operators.

  • LEED Neighbourhood Development Initiative
    LEED ND will include points for brownfield redevelopment. Current Pilot Projects - Vancouver area and Toronto Portlands. Canada Green Building Council www.cagbc.ca
